On June 28, the Dutch Minister of Development Cooperation, Mrs. Agnes van Ardenne, and the former CEO of AEGON, Kees Storm, chairman of the Health Insurance Fund (HIF), will launch a groundbreaking initiative for a new health insurance fund for Africa in the presence of the top of the Dutch business community. The HIF will introduce a new, innovative insurance fund for African countries that will enable low-income groups to receive collective health insurance through a premium subsidy. This insurance principle will make basic health care, including anti-AIDS medication, accessible to more people in Africa.

Care will be provided by both public and private care providers with whom the insurer will enter into care contracts. The care providers will be paid based on their performance. The execution of this insurance principle will be the central issue and will thus contribute to a more effective healthcare system in Africa. The available physicians, nurses and care centers can be better utilized and the quality of care will improve.

During a meeting in Amsterdam today of The Large Enterprise (De Grote Onderneming (DGO)), a collaboration of the top of the Dutch business community focused on the fight against HIV/AIDS, the Dutch Minister of Development Cooperation, Mrs. Agnes van Ardenne, and HIF chairman Kees Storm will symbolically sign a first insurance policy. Eventually, at least 230,000 people from low-income groups in Africa will be covered by basic health insurance, including anti-AIDS medication, through the Health Insurance Fund. People who, should they fall ill today, are unable to pay their GP or hospital bill. Thanks to a temporary subsidization of their insurance premium by the HIF they will be able to obtain health insurance. Minister van Ardenne will support the HIF with the amount of 100 million Euros for the next six years.

Prior to the UN meeting on the fight against poverty last year, Dutch ‘captains of industry’ of Heineken, Shell and Unilever, among others, met with Dutch Prime Minister Balkenende and Minister van Ardenne to discuss a joint approach concerning the increasing number of African people that die due to the lack of treatment for HIV/AIDS, Malaria and TB. The current capacity of African hospitals is absolutely insufficient. Expansion of the capacity, i.e. more clinics, more African physicians, and an efficient, sustainable organization of health care (including the already available capacity), is of crucial importance. ‘Far too many people still die unnecessarily every day of treatable and preventable diseases like HIV/AIDS, TB and Malaria. Thanks to this initiative many people in low-income groups can obtain basic health insurance. Thousands of lives can thus be saved. Lives of people that are needed to provide for their families and to develop their own country’, says Minister van Ardenne.
Research by both the World Bank and the WHO has shown that the implementation of a health insurance fund is essential for a properly functioning healthcare system in Africa.

The HIF health insurance is intended for low-income groups such as women groups, farmer organizations, low-paid, uninsured workers, students, and people with a micro loan, among others. Accessible health care and proper treatment of ill employees will enable them to stay employed. This is one of the most important objectives of the new insurance fund. ‘A local economy can only continue to function if people are working and able to provide for themselves and their families’, says HIF chairman Kees Storm.

Financing of the insurance fund will be realized through insurance premiums and donor subsidies. All those insured will make a contribution to their insurance premium depending on their income. Coverage is based on the solidarity principle, which will enable large groups in the community to profit from the expansion of the capacity. The insurance packages will always consist of a combination of basic health care, including HIV/AIDS, TB and Malaria treatment.

Distinguishing feature in this approach is the focus on the execution and realization of the projects. For this reason PharmAccess Foundation is involved. This organization has extensive experience in setting up and monitoring healthcare projects in Africa for employees of large multinationals and their relatives. In addition, PharmAccess executes programs in Africa that are financed by the Dutch Postcode Loterij/STOP AIDS NOW! and the Dutch and US governments. In addition to the HIF, the Dutch insurance companies Achmea, SNS Reaal and AEGON will support a private investment fund that will invest in local insurers and in organizations involved in the execution of the programs. This private investment fund and the HIF together are decisive for this new public-private approach.

The HIF will first execute its pioneering plans by setting up a number of pilot projects in Nigeria. In Lagos it will work with the association of local market women and with the ‘Lady Mechanics’, a group of female working mechanics. In the rural Kwara state it will focus on the farming community. Subsequently, the HIF wants to expand its projects to other South- and East-African countries.

Afrika krijgt eigen ziektekostenverzekering

Minister Agnes van Ardenne (Ontwikkelingssamenwerking) en oud AEGON topman Kees Storm, voorzitter van het Health Insurance Fund (HIF),  lanceren op 28 juni in aanwezigheid van de top van het Nederlandse bedrijfsleven een baanbrekend initiatief voor een ziektekostenverzekering voor Afrika. Het HIF gaat een nieuw, innovatief verzekeringsfonds voor landen in Afrika introduceren, waardoor groepen mensen met een laag inkomen door een subsidie op hun premie zich collectief kunnen verzekeren voor hun gezondheidszorg. Met dit verzekeringsprincipe kunnen meer mensen in Afrika gebruik gaan maken van basisgezondheidszorg inclusief aidsremmers.

Voor de zorgverlening wordt gebruik gemaakt van zowel publieke als particuliere zorgverleners, waarmee door de verzekeraar zorgcontracten worden afgesloten.
De zorgverleners krijgen betaald op basis van geleverde prestaties. Bij deze ziektekostenverzekering staat de uitvoering dus centraal, waardoor deze aanpak  zal bijdragen aan een effectiever werkende gezondheidszorg in Afrika. De beschikbare artsen, verpleegkundigen en zorgcentra kunnen beter worden benut en de kwaliteit van de zorg zal toenemen.

Tijdens een bijeenkomst in Amsterdam van De Grote Onderneming (DGO), een samenwerkingsverband van de top van het Nederlandse bedrijfsleven gericht op de bestrijding van HIV/Aids, tekenen minister voor Ontwikkelingssamenwerking, Agnes van Ardenne, en HIF-voorzitter Kees Storm vandaag symbolisch een eerste verzekeringspolis. Uiteindelijk zullen via het Health Insurance Fund zeker 230.000 mensen uit de lage inkomensgroepen in Afrika, straks kunnen beschikken over een ziektekostenverzekering voor basisgezondheidszorg incl. aidsremmers. Mensen die, als ze vandaag ziek worden, de rekening voor een huisarts of ziekenhuisbehandeling niet kunnen betalen. Dankzij een tijdelijke subsidie op hun ziektekostenpremie van het HIF kunnen zij zich wel verzekeren. Minister Van Ardenne ondersteunt het HIF met 100 miljoen euro voor de komende zes jaar.

Voorafgaand aan de VN-top over armoedebestrijding vorig jaar spraken Nederlandse ‘captains of industry’ van onder meer Heineken, Shell en Unilever met premier Balkenende en minister Van Ardenne over een gezamenlijke aanpak van het toenemende aantal mensen in Afrika dat als gevolg van HIV/AIDS, malaria en tuberculose overlijdt, omdat zij niet worden behandeld.  De capaciteit van basisgezondheidszorg in Afrika is nog volstrekt ontoereikend. Uitbreiding van de capaciteit, dat wil zeggen meer klinieken, meer Afrikaanse dokters en verpleegsters, en een efficiënte, duurzame organisatie van de zorg (inclusief  de reeds beschikbare capaciteit) is van cruciaal belang. ‘Iedere dag overlijden nog veel te veel mensen onnodig aan goed behandelbare of te voorkomen ziekten zoals HIV/AIDS, tuberculose en malaria. Dankzij dit initiatief kunnen grote groepen mensen met een laag inkomen zich verzekeren voor basisgezondheidszorg. Zo kunnen we duizenden mensenlevens sparen. Mensen die nodig zijn om hun eigen gezin te onderhouden en die nodig zijn voor de ontwikkeling van hun eigen land’, aldus minister Van Ardenne.
Onderzoek van zowel de Wereldbank als de WHO heeft uitgewezen dat voor een goed werkende gezondheidszorg in Afrika de realisatie van een ziektekostenverzekering onontbeerlijk is.

De ziektekostenverzekering van het HIF is bedoeld voor groepen mensen met een laag inkomen, zoals vrouwengroepen, boerenorganisaties, laagbetaalde onverzekerde werknemers, studenten en mensen met een microlening. Een toegankelijke gezondheidszorg en een goede behandeling van zieke werknemers stelt hen in staat om aan het werk te blijven. En dat is één van de belangrijkste doelstellingen van het nieuwe verzekeringsfonds. ‘Alleen als mensen werken kan een locale economie draaiende worden gehouden en kunnen mensen in het eigen levensonderhoud en dat van hun familieleden voorzien’, aldus HIF voorzitter Kees Storm.

De financiering van het verzekeringsfonds wordt gerealiseerd via verzekeringspremies en subsidies van donoren. Alle verzekerden betalen een inkomensafhankelijke eigen bijdrage voor de verzekeringspremie. De dekking is gebaseerd op het solidariteitsprincipe waardoor brede groepen in de samenleving kunnen profiteren van de uitbreiding van de capaciteit in de gezondheidszorg. De verzekeringspakketten zijn altijd een combinatie van basisgezondheidszorg inclusief HIV/AIDS-, tuberculose- en malariabehandeling.

Onderscheidend in deze aanpak is dat de nadruk ligt op de uitvoering en realisatie van de projecten. Bij de uitvoering wordt Stichting PharmAccess betrokken. Dit is een organisatie die ruime ervaring heeft bij het opzetten en monitoren van gezondheidszorgprojecten in Afrika voor werknemers en familie van werknemers van grote internationale bedrijven. Daarnaast voert PharmAccess programma’s uit in Afrika, die gefinancierd worden door de Postcode Loterij/STOP AIDS NOW!, de Nederlandse en de Amerikaanse overheid. Naast  het HIF dragen de Nederlandse verzekeraars Achmea, SNS Reaal en AEGON bij aan een privaat investeringsfonds dat gaat investeren in lokale verzekeraars en uitvoeringsorganisaties van de programma’s. Dit private investeringsfonds en het HIF zijn samen bepalend voor deze nieuwe publiek-private aanpak.

Het HIF zal haar baanbrekende plannen middels een aantal ‘pilot’ projecten en allereerst in Nigeria gaan opzetten. In Lagos voor de vereniging van lokale marktvrouwen en voor de ‘Lady Mechanics’, een groep werkende vrouwelijke mecaniciens en in de Kwara provincie voor de bevolking op het platteland. Un nouveau fonds d’assurance médicale pour l’Afrique

La ministre hollandaise de la coopération et du développement, Mme Agnes van Ardenne, et l’ancien P.D.G. d’AEGON, Kees Storm, président du Fonds d’assurance médicale HIF, ont lancé une initiative novatrice pour la création d’un nouveau fond d’assurance médicale destiné à l’Afrique, en présence des grands patrons hollandais.
Le HIF créera un nouveau fonds d’assurance original pour les pays africains, afin de permettre aux populations à bas revenu de bénéficier d’une assurance médicale collective grâce à une subvention des primes. Ce régime d’assurance permettra à un plus grand nombre d’Africains d’accéder aux services médicaux de base, notamment les traitements contre le SIDA.

Les soins seront dispensés par des fournisseurs publics et privés avec lesquels l’assureur conclura des contrats. Les fournisseurs de soins seront rémunérés en fonction de leur performance. La mise en oeuvre de ce régime d’assurance sera au coeur de la stratégie visant à améliorer le système de santé en Afrique. Il sera ainsi possible de tirer meilleur parti des services fournis par le personnel médical et infirmier et les établissements de santé, ce qui améliorera la qualité des soins.

Au cours d’une réunion du DGO (De Grote Onderneming), groupe de grands responsables du milieu des affaires néerlandais engagés dans la lutte contre le SIDA, qui a lieu aujourd’hui à Amsterdam, la ministre de la coopération et du développement des Pays-Bas, Mme Agnes van Ardenne, et le président du HIF, Kees Storm, souscriront une première police d’assurance symbolique. À terme, au moins 230 000 personnes à bas revenu vivant en Afrique bénéficieront via ce fond d’assurance d’une couverture médicale de base incluant notamment les traitements contre le SIDA. Actuellement, ces personnes n’ont pas les moyens de payer une consultation chez le médecin ni une facture d’hôpital. Grâce à une subvention de leur prime d’assurance par le HIF, elles pourront désormais obtenir une couverture médicale. Le ministère de la coopération et du développement participera au financement à hauteur de 100 millions d’euros pendant les six prochaines années.

Des études réalisées par la Banque mondiale et l’OMS ont montré que la création d’un fonds d’assurance médicale est essentielle au fonctionnement du système de santé africain.

Neuer Krankenversicherungsfonds für Afrika

Die niederländische Ministerin für Entwicklungshilfe, Agnes van Ardenne, und der frühere CEO von AEGON, Herr Kees Storm, Vorsitzender des Health Insurance Fund (HIF), haben eine bahnbrechende Initiative für einen neuen Krankenversicherungs-fonds für Afrika in Anwesenheit von Spitzenvertretern der niederländischen Geschäftswelt gestartet. Der HIF setzt einen neuen, innovativen Versicherungsfonds für afrikanische Länder ein, der Bevölkerungsgruppen mit niedrigem Einkommen über einen Prämienzuschuss zu einer Kollektiv-Krankenversicherung verhilft. Über dieses Versicherungsprinzip wird eine grundlegende Gesundheitsvorsorge einschliesslich der Verabreichung von anti-AIDS Medikamenten für mehr Menschen in Afrika zugänglich.

Die Behandlung erfolgt sowohl durch öffentliche als auch private Anbieter, mit denen der Versicherer Behandlungsverträge abschliesst. Die Anbieter von Gesundheitsdiensten werden nach ihren Leistungen bezahlt. Die Realisierung dieses Versicherungs-prinzips wird im Mittelpunkt stehen und damit zu einem effektiveren Gesundheitssystem in Afrika beitragen. Neue und disponible Ärzte, Schwestern und Pfleger sowie Pflegezentren können besser genutzt werden und die Qualität der Pflege wird steigen.

Während einer heute in Amsterdam stattfindenden Sitzung der ‘Grossen Unternehmung’ (De Grote Onderneming (DGO)), einer Zusammenarbeit der Spitzen der niederländischen Geschäftswelt mit Schwerpunkt auf Bekämpfung von HIV/AIDS, werden die niederländische Ministerin für Entwicklungshilfe, Frau Agnes van Ardenne, und der Vorsitzende des HIF, Herr Kees Storm, symbolisch eine erste Versicherungspolice unterzeichnen. Letztlich werden mindestens 230.000 Menschen aus Bevölkerungsgruppen mit niedrigem Einkommen in Afrika durch den Health Insurance Fund einen Basis-Krankenversicherungsschutz erhalten, der die Behandlung mit anti-AIDS-Medikamenten einschliesst. Menschen, die zum jetzigen Zeitpunkt krank werden, sind nicht in der Lage, Ärzte oder Krankenhausrechnungen zu bezahlen. Dank einer vorübergehenden Bezuschussung ihrer Versicherungsprämien durch den HIF werden sie krankenversichert sein. Ministerin van Ardenne wird den HIF mit einem Betrag von 100 Millionen Euro für die nächsten sechs Jahre unterstützen.

Untersuchungen der Weltbank und der WHO haben gezeigt, dass die Implementierung eines Krankenversicherungsfonds für ein ordnungsgemäss funktionierendes Gesundheitssystem in Afrika unerlässlich ist.

Nuevo fondo de seguro médico para África

La ministra holandesa de Cooperación y Desarrollo, Agnes van Ardenne, y el anterior consejero delegado de AEGON, Kees Storm, presidente del Health Insurance Fund (HIF), han presentado una iniciativa revolucionaria para un nuevo fondo de seguro médico para África en presencia de la comunidad empresarial holandesa de más alto nivel. El HIF introducirá un nuevo e innovador fondo para los países africanos que permitirá a los grupos con ingresos más bajos recibir colectivamente un seguro médico mediante un subsidio especial. Este principio de seguro hará que la atención sanitaria básica, la medicación contra el SIDA incluida, sea accesible a más personas en África.

La atención será proporcionada por proveedores de atención sanitaria públicos y privados con los que el asegurador formalizará contratos de atención médica. Los proveedores de atención médica cobrarán en base a su rendimiento. La puesta en práctica de este seguro será el tema central y contribuirá a crear un sistema sanitario más efectivo en África. Los médicos nuevos y disponibles, enfermeras y centros sanitarios pueden utilizarse de forma más adecuada y la calidad de la atención médica mejorará.

Durante una reunión celebrada en Ámsterdam hoy de La Gran Empresa (De Grote Onderneming (DGO)),una colaboración de la comunidad empresarial holandesa de más alto nivel, centrada en la lucha contra el VIH/SIDA, la ministra holandesa de Cooperación y Desarrollo, Agnes van Ardenne, y el presidente de HIF, Kees Storm, firmarán de forma simbólica una primera póliza de seguros. Con el tiempo, al menos 230.000 personas con ingresos bajos en África estarán cubiertas por un seguro médico básico, que incluirá medicación contra el SIDA, a través del Health Insurance Fund. Las personas que, si enfermasen hoy, no podrían pagar a su médico o la factura del hospital, podrán obtener un seguro médico, gracias a un subsidio temporal de su seguro especial del HIF. La ministra van Ardenne apoyará al HIF con la cantidad de 100 millones de euros durante los próximos seis años.

Las investigaciones del Banco Mundial y de la OMS han demostrado que la aplicación de un fondo de seguro médico es esencial para el funcionamiento adecuado del sistema sanitario en África.
