Breakthrough in fight against HIV/AIDS after donation Dutch National Postcode Lottery

A three million Euro donation by the Dutch Nationale Postcode Loterij to STOP AIDS NOW! has made affordable health insurance including treatment for HIV/AIDS for low-income groups in Namibia possible. Presentation of the first results of the so-called ‘Butterfly’ project (or ‘Okambilimbili’ in Oshiwambo, Namibia’s first language) will take place on 27 September in Windhoek, Namibia, in the presence of the Namibian Prime Minister the right honourable Nahas Angula. Representatives from large Namibian companies, associations of SME’s (small medium enterprises, medical aid funds, medical aid administrators and health insurance companies will be present, as well as Prof. Joep Lange, director Center for Poverty-related Communicable Diseases AMC and chairman of PharmAccess, the organization responsible for catalysing and developing this new approach.

With the money obtained from Dutch lottery ticket buyers, a long-lasting solution for HIV/AIDS in Namibia has come within reach. Insurance policies that include treatment for HIV/AIDS were until now unattainable for the lower income groups as they could simply not afford to pay the high insurance premiums. The money donated by the Dutch Nationale Postcode Loterij is used for a Solidarity Fund. Namibian health insurers are thus prepared to share the risk of paying the cost of expensive HIV/AIDS treatments. The solidarity fund covers the risks for health insurers who are otherwise faced with unexpected high costs of HIV/AIDS treatment, which could not be accommodated within a smaller risk pool.

The ‘Butterfly’ project is the answer from the Namibian private sector to the appeal made by the Namibian President Pohamba, in August last year, which was again repeated at the Conference of the Namibian Medical Aid Fund Federation on 20 September 2006,  to insure more people for healthcare costs. For the first time in Namibian history competing health insurers collaborate in a unique solidarity fund, the Risk Equalisation Fund (REF), in which they collectively cover the risk for patients with HIV. By now, over 30,000 people are benefiting  from the first phase and this number is expected to grow to more than 50,000 by the end of 2007.

STOP AIDS NOW!, the Dutch Aids Fonds and HIVOS support this initiative and have contracted PharmAccess as implementing organization. Earlier, PharmAccess was involved in the preparations for the groundbreaking Health Insurance Fund (HIF), which is supported by the Dutch Ministry of Development Cooperation with the amount of 100 million Euros for the next five years. The experience obtained in Namibia has been of great importance for the development of the HIF.

In Namibia the ‘Butterfly’ project is also supported by a partnership with the Namibian Business Coalition on AIDS (NABCOA) and Lironga Eparu (the national association of people living with HIV/AIDS). The business coalition propagates affordable health insurance with Namibian employers (including small and medium-sized businesses) through the ‘Healthy Workforce, Healthy Business Campaign’. Lironga Eparu provides treatment education, socio-economic and psycho-social support through community mobilization structures.

Met een donatie van drie miljoen euro door de Nationale Postcode Loterij aan STOP AIDS NOW!  is een betaalbare ziektekostenverzekering inclusief de behandeling van HIV/AIDS voor lage inkomensgroepen in Namibië mogelijk geworden. De presentatie van de eerste resultaten van het zogeheten ‘Vlinder’ project (of ‘Okambilimbili’ in het Oshiwambo, de belangrijkste taal in Namibië) vindt plaats op 27 september in Windhoek, Namibië in aanwezigheid van de Namibische minister-president Nahas Angula. Alle grote Namibische bedrijven en verzekeraars zullen aanwezig zijn, evenals Prof. Joep Lange, directeur Center for Poverty-related Communicable Diseases AMC en voorzitter van PharmAccess, de organisatie die deze nieuwe aanpak heeft bedacht en ontwikkeld.

Dankzij de deelname van de vele Nederlanders aan de Postcode Loterij is een duurzame oplossing voor HIV/AIDS in Namibië  mogelijk geworden. Voorheen waren verzekeringspolissen met een HIV/AIDS behandeling voor de lage inkomensgroepen onbereikbaar. Zij konden de hoge premies daarvoor niet betalen. Het geld van de Nationale Postcode Loterij wordt nu gebruikt voor een solidariteitsfonds. Hierdoor  zijn verzekeraars in Namibië bereid  de risico’s van een HIV/AIDS behandeling voor hun rekening te nemen. Het solidariteitsfonds dekt de risico’s af voor verzekeraars die onverwacht geconfronteerd worden met te hoge kosten van de behandeling van HIV/AIDS.

Het ‘Vlinder’ project is het antwoord van de Namibische private sector op de oproep die President Pohamba van Namibië vorig jaar augustus deed om meer mensen te verzekeren voor hun ziektekosten. Voor het eerst in de geschiedenis van Namibië werken concurrerende verzekeraars met elkaar samen in een uniek solidariteitsfonds, het Risk Equalisation Fund (REF), waarin zij het risico van HIV-patiënten gezamenlijk dekken. Inmiddels zijn er in de eerste fase ruim 30.000 mensen verzekerd en de verwachting is dat dit aantal zal doorgroeien naar ruim 50.000 eind 2007.

STOP AIDS NOW!, het Aids Fonds en HIVOS ondersteunen deze opzet en hebben PharmAccess als implementerende organisatie gecontracteerd. PharmAccess was eerder betrokken bij de voorbereiding van het baanbrekende Health Insurance Fund (HIF) dat door het Ministerie voor Ontwikkelingssamenwerking voor de komende vijf jaar met een bedrag van 100 euro miljoen wordt ondersteund. Voor de ontwikkeling van het HIF zijn de ervaringen opgedaan in Namibië van groot belang geweest.

In Namibië wordt het ‘Vlinder’ project tevens gesteund door de Namibian Business Coalition on AIDS (NABCOA). Zij propageert de betaalbare zietekostenverzekering bij de Namibische werkgevers (inclusief midden-en kleinbedrijf) via de ‘Healthy Workforce, Healthy Business Campaign’.
