In humanitarian crises, healthcare systems are stretched to breaking point. The challenge isn’t just reaching people with care. It’s making sure that care is safe and of decent quality.

Building on what works

SafeCare4Emergencies adapts the SafeCare approach for crisis contexts. It allows humanitarian organisations to quickly assess clinics remotely: Are staff available? Is there enough medicine? Are critical safety processes in place? These insights help coordinators plan better support and allocate resources where they’re needed most.

Our SafeCare methodology is active in over 9,000 clinics across 26 countries, reaching almost 10 million patient visits per month. In 2025, 74% of supported facilities improved their quality, meaning millions more people are receiving safer, better care. The WHO has recognised SafeCare as one of the top 10 innovations in primary healthcare.

Now we’re taking this proven approach to Afghanistan, Somalia and Sudan, where conflict, instability and years of underfunding have pushed health systems to the brink.

What this funding will enable

Over three years (April 2026 – April 2029), we’ll co-develop, test and implement SafeCare4Emergencies in 150 clinics across the three countries, working alongside partners. The goal is to improve access to safer care for more than 900,000 people.

A collective achievement

“This funding is a strong recognition of the innovation and perseverance behind the project. It took two attempts to secure the support,” said Aafke De Graaff, Director Quality at PharmAccess. “A huge thank you to the Dutch Postcode Lottery and their participants for believing in this work. And congratulations to our SafeCare team and everyone at PharmAccess who made this happen.”
